Background

South China Towing is a joint venture between three of the greatest names in the logistics, shipping and marine industries, PSA Marine (Pte) Ltd. Mitsui O.S.K. Lines Limited (MOL). and Tokyo Kisen Co., Ltd., and was founded in May 1987.

PSA Marine (Pte) Ltd.

PSA Marine , a wholly owned subsidiary of PSA International Pte Ltd, is Singapore's leading provider of marine service. The company was corporatised in 1997 as the then Port of Singapore Authority separated its regulatory and business functions. The regulatory functions were transferred to the Maritime and Port Authority of Singapore while the businesses were transferred to PSA Corporation (for the port business) and PSA Marine (for the marine business).

PSA Marine provides a suite of marine services which includes:

- Towage
- Pilotage
- Supply of water from waterboats
- Marine advisory
- Marine consultancy

PSA Marine is the largest harbour tug owner and operator in Asia. It has a fleet of more than 55 modern and high performance tugs, of which 23 of them are less than five years old. The horsepower of the fleet ranges from 2,560 to 5,360 BHP. All tugs are fitted with highly maneuverable and advanced propulsion system such as the Schottel SRP, Niigata Z-Peller and Aquamaster which enables them to perform easy and precise positioning in congested ports. Being designed and classed to meet the highest safety standard, the tugs are well-equipped to undertake harbour and regional duties including fire-fighting and oil-spill control. The mechanization and automation system onboard enables each tug to be operated by 3-men crew.

Apart from Singapore, PSA Marine's towage business extends through various subsidiaries and joint venture companies operation in India, China, Hong Kong and Southeast Asia.

The other partner, Mitsui O.S.K. Lines LTD (MOL) is one of  the world's biggest and most efficient shipping and logistics companies. The Company first took to the sea in the 1880's and getting the mergers with other shipping lines including Navix Line(April in 1999), the company has grown their total operating fleet and to reach 905 vessels as of March 31, 2010, which is the largest in the world.

MOL's container liner services  are organized with operating a fleet of 101 vessels and the company is a member of The New World Alliance together with APL & Hyundai Merchant Marine Co., Ltd.

804 vessels of the Company's operating fleet account for bulkers, tankers, car carriers, cruise ships/ferries deployed in domestic and international routes. MOL ranks as the largest operator in terms of bulk carriers and LNG carriers respectively.

Today,  MOL is not just a shipowner/operator, but ship agent, ship broker, cargo forwarding and warehousing operator, Their services also extend to harbour/terminal operations, real estate, finance and insurance, marine engineering and construction, trading and other activites that support MOL's core shipping and logistics services. 

Tokyo Kisen Co., Ltd 

The third partner of SCT is Tokyo Kisen Co., Ltd., which is headquartered in Yokohama in Japan, and is the leading towage company operating in the major ports of Tokyo Bay. Since first being established in 1947 as the first commercial tug operator in Japan Tokyo Kisen has gained an excellent reputation in port communities for its contribution to maritime safety and the efficiency of sea traffic. One of the company's major missions also includes preservation of the marine environment.

Tokyo Kisen has been listed on the Tokyo Stock Exchange since 1962 as the only publicly traded towage company in Japan, and has the largest annual turnover in the industry in Japan.

Tokyo Kisen provides harbor tug services at the ports of Yokohama, Kawasaki, Chiba and Yokosuka, while also servicing major shipyards in Tokyo Bay. In the Uraga Channel, an extremely busy gateway at the entrance of Tokyo Bay, the company engages in an escort tug service for large vessels with cargoes of hazardous materials. The company also engages in providing a watch boat service, emergency support and disaster prevention on an around the clock basis all year round. In addition, as an auxiliary business, Tokyo Kisen also operates pilot boats.

In the Port of Tokyo, another major port in Tokyo Bay, Tokyo Kisen provides towage services through a subsidiary. In Chiba Tokyo Kisen has a joint venture company that specializes in marine disaster prevention. In addition, Tokyo Kisen, through financial interests, is affiliated with four other towage companies throughout Japan.

Tokyo Kisen has the largest tugboat fleet in Japan. Tokyo Kisen's tugboats are all equipped with state-of-the-art modern Z-pellers and an available horse power of over 4000 hp. The tugboats developed by the company typically boast both speed and maneuverability. All the tugs are equipped with fire fighting and oil containment equipment for use in emergencies.

Tokyo Kisen has adopted a quality management system to ensure safe and efficient towage services. The company also has an environmental management system that was designed to minimize any environmental load. Tokyo Kisen has acquired both ISO 9001 and ISO 14001 certification.

Outside the towage business Tokyo Kisen also engages in marine and tourist related businesses through subsidiaries that include harbor cruise ships, water buses, and water taxis in Yokohama, and car ferries at the entrance of Tokyo Bay.
